Why some tools require it

Account requirements are good for the e-signature vendor. They grow their user base, they can market to signers, and they can count 'activated accounts' as a growth metric. For you and your signers, the requirement is pure friction with no upside.

What actually identifies a signer legally

Under the ESIGN Act, UETA, and eIDAS, a signature needs to be attributable to the person who signed. The standard way to prove this isn't an account. It's an audit trail. An email address, an IP address, a timestamp, and a tamper-evident document hash are what courts look for. None of these require the signer to create an account.
